It MUST be a requirement of Voter registration in Virginia for the registrant to positively state that they are an American citizen and a resident of the Commonwealth of Virginia and that they are NOT a convicted felon who has lost the priveledge to vote and has not had that right restored. This is the very basic requirement for making sure the vote is true. If you allow registrants to skip answering these questions and do not disqualify them then there is no way to ensure a true and fair election. Voter fraud is something that is to easy to accomplish now. There is no reason to make the possibility of it any more easy by allowing the registrant to not have to certify they are an American citizen and a resident of Virginia and that they are not a convicted felon.
