Description of Proposed Guidance Document Changes
Updates have been made to the Traffic Calming Guide for Neighborhood Streets. The updates include: 1) clarifying the roles of the locality and VDOT; 2) clarifying the reference to the establishment of a Task Force Member group; 3) removing the previous distinction that residences are “connected to the street by driveways” in the definition of “Neighborhood Street” (p. 4); 4) emphasizing/clarifying the steps to be followed when developing the traffic calming plan; 5) substantially revising the processes for determining community support (step 5) to make it less prescriptive and cumbersome; 6) restating the requirements for the BOS resolution to more clearly indicate and define the required elements; 7) clarifying the items that should accompany the submittal of the plan to VDOT; 8) clarifying that secondary or locality-provided funds are the primary sources for funding; and 9) lessening the stipulations that a locality must follow for the modification of installed measures where there is no safety, maintenance or operational issue.
