Proposals to Gifted Education // Do not adopt recommended changes

As a parent of a gifted student I encourage the reinstatement of the previous wording  “State funds administered by the Department of Education for the education of gifted students shall be used to support only those activities identified in the school division's plan as approved by the Board of Education.  This language is crucial to ensure funding for this program is earmarked for this specific use and not at the whim of local areas.  Without this protection, the program will be the target of local funding shortfalls.  Likewise recommend keep the five year development plan.  Annual reviews should be a venue to ensure schools are on track within the five year plan.   Planning based solely on an "Annual plan" will be counterproductive to long term growth and degrade the effectiveness of this great program.   I also recommend keeping State oversight to maintain standards throughout the state.
