The desire should be to help the Gifted children get at least a small part of what they deserve.  As millions are spent on children who cannot reach their potential in normal classroom settings (the ones that are have learning difficulties) we need to continue to acknowledge the need for specialized education for the gifted.  Every teacher and parent of a gifted student and every gifted student can tell their stories of frustration because they are not allowed to blossom- like putting a flower in the sun (school) but with a paper bag over it. 

Local school boards may not have the necessary expertise to oversee- please keep it with DOE

Local school boards should not appoint- let them continue to "approve".

There needs to be a continuation of the use of 5 yr plans.

8VAC20-40-70 needs to remain!  If helps to ensure funding will remain with the Gifted programs.
