Please do not adopt as written:  Please change the word "and" to "or" in the requirement to serve students in all four subject areas.  Many best practice resources for gifted students integrate the disciplines.  Separating out the subject areas would be a step backwards. Removing state final approval could jeopardize decisions about funds and services, especially in tight budget times.
