I have read the proposed changes and reviewed several of the comments. Rather than rewriting what I think is an appropriate and logical set of changes, I agree with the submission by Pam Flaherty.  Her responses match the issues I had when reviewing the document.  I think most of all it is important to keep the funding at the state level.
