I do not see a need to amend the current regulations!  As I understand this proposed amendment, it could stop the progress made in gifted education.  As our world becomes more and more global, these 21st century gifted learners are our best bet in leading our country as the kind of future citizens we need  in our ever so changing world. Let's NOT continue to be left behind among the global arena. We must continue to set the standard for 'state of-the art" curruiculum and instruction.
