These proposals will weaken a program that is very important to a unique group of students.  Public Law guarentees a free and appropriate education.  Appropriate being the operative word.  In order to do the best for this group of students we need to not enact these proposals.  Appropriate education is what it is all about.  Excellence in education should be Virgina's goal.  These changes do not support either of these goals.
