I strongly urge you to consider the Va. Association for the Gifted recommended changes to the Proposed Chapter 40 as approved by the Board on 10/15/07.

It is important, particularly in these uncertain times, that the planning, funding, and implementation of Educational services for Gifted Students not be impacted by the inequities of local budget cycles and whims of local school board members. There needs to be continued external oversite, and a planning horizon that extends beyond the currently contemplated yearly plan, in order to ensure that the needs of Gifted and Talented students are not compromised by local budget situations.

The Va. Association for the Gifted has recommended specific clarifications and language that will greatly enhance the Regulations Governing the Educational Services for Gifted Students, and has my whole-hearted endorsement.
