Please do not adopt the new proposed plan.  The Gifted Program plans should continue to be submitted to  the DOE rather than just to our local school boards.  The DOE has a more qualified staff to make decisions of this capacity than our local school boards.   And, if funds are not allocated for these specific programs, the funds will never get used for them and then the future of these programs would fall to the wayside!  Let the experienced DOE continue to make the decisions, not our local politicians!
