The Virginia Beach City Public Schools' Gifted Program is a national model and unparalleled community asset, which has demonstrated proven success over time.  Please do not institute laws and regulations that would stop the progress of this superlative program and preclude
its continued success.

 The size of our district precludes the effective implementation of these recommendations.  We would hate to see money diverted from providing gifted services to evaluation and testing.
