Increase support for GT, not decrease

Virginia has been taking the lead in improving educational services to our children in recent years.  These revisions do not support improved educational efforts within the Commonwealth.  Gifted children comprise a special needs group which cuts across all established categories of race, sex, ethnicity, SES status...in short, they are part of the complete student population in the United States.  In the absence of a national educational policy which provides support and funding for education of this nature, the states hold much power to decide how to foster the academic growth of our children. The need for these revisions to be re-vamped is clear.  Educators, parents, and students all agree: we can do better.
