Gifted Program Proposed Regulations
 

Freedom from Bias.  I am particularly concerned about this requirement.  On the suface it appears to be a good idea but in actual administrative I think it has a lot of pitfalls.  Number 1, who is going to decide what is biased and what is not?  I might think there is bias in a question whereas someone else who reads it would find no bias.   It smacks of censorship to me and I don't like it.  #2 The way out of bias is to put everything in simple terms but we are not talking about students who are simple.  They need to be tested on their abilities above and beyond the simple. 

Individual Assessment of Progress.  This is burdensome and unnecessary.  I am perfectly capable of calling the teachers about my daughter's progress if I don't have enough information from the myriad of things I already get at home showing her progress.  I think the current system in the Virginia Beach School System works just fine.

Restricting Timeframes for placements, etc.   Totally unreasonable. 

Including "person who knows the child".  This is not only burdensome on the school systems but also for the parents.  I can imagine sitting in a room waiting to be called forward when my child's name comes up for her few minutes of review.  I don't want to have to justifiy something that should be evident by her performance, teacher's assessment and scores.  If there is a disagreement about whether my child should be included I want a way to dispute her disqualification if needed.

Annual Plans Versus 5-Year Plan.  Short sighted.  Looks like a step backward to me.  I need to know the full progression not just this's year's plan.

I'm very happy with my daughter's opportunities and progress throught the Virginia Beach School System and do not want their hands tied in order to meet some generic regulations that appear to be set forth to overcome the weakness of other systems.
