I am concerned about the lack of peer review if changes in 8VAC20-40-60 are adopted.  Some means other than the local school board should oversee the five year plans.  Local school boards may not have the time or expertise to deal with the needs of Gifted Students.  Would this be allowed for other special needs groups?

Do not repeal 8VAC20-40-70.  Please keep the language in place and grouped with other regulations regarding service for the gifted.
