Do not adopt the proposed regulations on gifted education.  If adopted, there would be a significant negative impact.

A five-year plan is needed to ensure consistency and to ensure that the regulations are being followed.  Don’t take a step backward; make sure that gifted education moves forward.  This can only be done by making sure that funds granted for the education of gifted students are used solely for this purpose and that there is long-term planning.
