Thank you for the opportunity to provide public comments for the development of Governor Youngkin’s Energy Plan. As a statewide policy advocate that is working to remove barriers that keep people in poverty – as well as prevent the creation of barriers that can cause people to fall into poverty - Virginia Poverty Law Center (“VPLC”) recognizes the importance of this opportunity as this four-year plan is developed. We hope that the outcomes of this policy will result in a vibrant but sustainable plan that does not dictate “winners” in Virginia’s energy economy, but rather, understands that if any specific interest, entity or customers “lose” in the implementation of energy policy, then we have been negligent as a Commonwealth.
