The Energy Plan described in the General Notice says nothing about how Virginia will use its planning to reduce carbon emissions and thus deal with climate change, although that is the crucial energy issue for our state.  The Governor's reported aim is to withdraw Virginia from the Regional Greenhouse Gas Initiative, which has reduced electricity costs in RGGI-participating states and generated major funding for energy-efficiency and flood resilience projects.  Virginia already has significant sunny-day flooding in Tidewater that will imperil Navy installations and private homes and businesses.  I don't see any long-run recognition of climate change in the proposed Energy Plan description, just short-run thinking.  We must make RGGI, the Virginia Clean Economy Act and Advanced Clean Car Standards part of the Energy Plan.
