The positive impacts (plural) of staying in the RGGI far outweigh the (only) negative impact, which is to big businesses that want to continue emitting greenhouse gases without penalty.  We regular folks in Virginia welcome all the help we can get with paying for both flooding preventions and clean air, and the RGGI provides millions of dollars and an effective program for reducing emissions.  Only a fool would say, "No, thanks," to that!
