Virginia should stay in RGGI and continue exploring clean energy.  I don't believe a goal of "bringing people to Virginia" belongs in an ENERGY plan - what does Youngkin mean by that?  Immigrants perhaps? Virginia is already heavily populated -- let's bring affordable, regulated services to the wonderful citizens we already have.
