Description This regulation establishes the policies and procedures to be followed by all parties involved in the formulation of decisions concerning requests for inclusion of routes into the Surface Transportation Assistance Act (STAA) Network. The Office of the Attorney General has found that this regulation is exempt from the APA under 9-6.14:4.1 B 11(effective 10/1001, 2.2-4002 B11).
