Description of Proposed Guidance Document Changes
The Board for Barbers and Cosmetology (the Board) has reviewed and voted to repeal the following guidance documents that are no longer necessary. The guidance previously adopted by the Board is being incorporated into the final regulations of the Barbering and Cosmetology Regulations (18 VAC 41-20), and Esthetics Regulations (18VAC 41-70) adopted by the Board on July 21, 2025. The repealed guidance is as follows: 1. Guidance Document 5593: Endorsement Candidate From State Offering Only One Licensing Exam. The guidance provides that endorsement candidates from states offering only one licensing exam (written or practical), only need to take the second exam in Virginia to qualify for endorsement. This guidance has been incorporated into the Board’s final regulations. 2. Guidance Document 5594: Cosmetology Examiners. Guidance provides that a cosmetologist can serve as an examiner for any license type that is included in the cosmetology profession, including nail technicians. This guidance has been incorporated into the Board’s final regulation. 3. Guidance Document 6639: Cosmetology Instructors May Teach Nail or Wax Instructor Programs. Guidance provides that cosmetology instructors may teach nail and wax instructor programs pursuant to 18 VAC 41-20-200.3.a. This guidance has been incorporated into the Board’s final regulation. 4. Guidance Document 6215: Esthetics - Cleaning Multi-use Items that Cannot Be Immersed. Document provides guidance on the cleaning of multi-use instruments that cannot be immersed in liquid. This guidance has been incorporated into the Board’s final regulation. 5. Guidance Document 5238: Assessment of a Student's Competence in Esthetics. The guidance provides information for when assessing a student competence in esthetics. This guidance has been incorporated into the Board’s final regulation. 6. Guidance Document 6664: Board for Barbers and Cosmetology Guidance Regarding Interpretation of 18VAC41-20-30 - License by Endorsement. Guidance provides that individuals whose out-of-state barber or master barber license allows them to perform the services that fall under the master barber license in Virginia are considered licensed to practice as a master barber for the purpose of endorsement. This guidance has been incorporated into the Board’s final regulation.
