The Board for Barbers and Cosmetology (the Board) has reviewed and voted to repeal the following guidance documents that are no longer necessary. The guidance previously adopted by the Board is being incorporated into the final regulations of the Barbering and Cosmetology Regulations (18 VAC 41-20), Tattooing Regulations (18 VAC 41-50), and Esthetics Regulations (18VAC 41-70) adopted by the Board on July 21, 2025, and September 29, 2025. The repealed guidance is as follows:
1. Guidance Document 6057: School Locations. The guidance provides interpretation of regulatory requirements in 18 VAC 41-20-200.1 and 18 VAC 41-70-180.1 that schools hold a license for each and every location. This guidance is being incorporated into the Board’s final regulations. Repeal of the document will not become effective until the final regulations become effective.
2. Guidance Document 6880: Definition of Clock Hours. The guidance provides interpretation of what constitutes an hour of school instruction under 18 VAC 41-20, 18 VAC 41-50, and 18 VAC 41-70. This guidance is being incorporated into the Board’s final regulations. Repeal of the document will not become effective until the final regulations become effective.
3. Guidance Document 7329: Frequency of Providing School Rosters. The guidance provides interpretation in accordance with 18 VAC 41-20-250.A and 18 VAC 41-70-240.A. Barber, cosmetology, nail, wax, and esthetics schools are required to provide rosters of current students and students who attended in the last six months in the manner, format, and frequency prescribed by the Board. This guidance is being incorporated into the Board’s final regulations. Repeal of the document will not become effective until the final regulations become effective.

This guidance document currently provides guidance to regulated parties and the public regarding the implementation of the 1,000-hour cosmetology curriculum which became effective on September 1, 2024.
The document establishes protocols for students already enrolled in a 1,500-hour cosmetology curriculum and outlines school responsibilities in meeting the 1,000-hour cosmetology program requirements.
On September 29, 2025, the Board for Barbers and Cosmetology (“the Board”) amended this guidance to implement changes made to the Barbering and Cosmetology Regulations (18VAC41-20) as a result of the Board’s General Review of the Barbering and Cosmetology Regulations (Action 6339/ Stage 10871).
The regulatory change (i) revised the cosmetology curricula while keeping the minimum training requirement of 1,000 hours; (ii) revised the barber curricula and reduced the minimum required training hours from 1,100 hours to 750 hours; (iii) revised the master barber curricula and reduced the minimum required training hours from 400 hours to 250 hours; and (iv) revised the dual barber/master barber curricula and reduced the minimum required training hours from 1,500 hours to 1,000 hours. The regulatory changes will become effective December 1, 2025.
The amended guidance does not impose any new requirements.
