Purpose of the meeting
Secure services committee and non-secure services committee meet at 9 AM to receive certification audit reports of several residential and non-residential programs. The full Board meets at 10 AM to take action on the certification reports and hear other such business as comes before the Board. 1. The Board of Juvenile Justice is pleased to receive public comment at each of its regular meetings. In order to allow the Board sufficient time for its other business, the total time allotted to public comment will be limited to thirty (30) minutes at the beginning of the meeting with additional time allotted at the end of the meeting for individuals who have not had a chance to be heard. Speakers will be limited to 10 minutes each with shorter time frames provided at the Chairman’s discretion to accommodate large numbers of speakers. 2. Those wishing to speak to the Board are strongly encouraged to contact Deborah Hayes at 804-371-0704 three or more business days prior to the meeting. Persons not registered prior to the day of the Board meeting will speak after those who have pre-registered. Normally, speakers will be scheduled in the order that their requests are received. Where issues involving a variety of views are presented before the Board, the Board reserves the right to allocate the time available so as to insure that the Board hears from different points of view on any particular issue. Groups wishing to address a single subject are urged to designate a spokesperson. Speakers are urged to confine their comments to topics relevant to the Board’s purview. 3. In order to make the limited time available most effective, speakers are urged to provide multiple written copies of their comments or other material amplifying their views. Please provide at least 15 written copies if you are able to do so. Public comments will be heard regarding proposed Regulations Governing Juvenile Work Release Programs (6VAC35-190) and Regulations Governing Mental Health Services Transition Plans for Incarcerated Juveniles (6VAC35-180).

Establish Emergency Regulations Governing Juvenile Work and Educational Release Programs and initiate process for promulgating permanent regulations.
Promulgate regulations for the planning and provision of mental health, substance abuse, or other therapeutic treatment services for youths returning to the community following commitment to a juvenile correctional center or postdispositional detention.
