I am one of the vast majority of Virginians who support clean energy over dirty fossil fuels. In order to really move the needle, I request that the Department of Environmental Quality use its full authority to:
1. Create a rule, based on the best available science, that significantly reduces carbon pollution from Virginia's power plants (existing as well as new). If feasible, include in the plan regional carbon trading (via the Regional Greenhouse Gas Initiative or other interstate market).
2. Ensure that profits from carbon regulations accrue to Virginians, not utilities. In particular, such funds should be directed to flood-prone eastern Virginia and communities which stand to lose jobs from the transition from fossil fuels.
3. Grow the economy and reduce carbon pollution by maximizing investments in zero-carbon wind, solar, and energy efficiency.
