I strongly support the Executive order 11 request to make VA "trade ready" for the carbon market.  Having attended the recent VCU conference on what will be required to make VA "trade ready " to join the 9 state Regional Green house Gas Initiative (RGGI) I was impressed by the data from both Maryland and Massachusetts of the benefits to their economies, job numbers, citizen health and ratepayers from their experience in the carbon market over the last 8 years.  This is a Win -Win proposition for business and citizens and if data is looked at with an open mind should be a bipartisan no-brainer.
