Patients will be in high risk by PT practice dry needle without Oriental medicine knowledge

As licensed acupuncturist who has to finish 3000 hours of oriental and western medicine credit hours. In which they have to learned both W & E diagnosis, meridian channel. there are 400 acupuncture points on the 14 meridian channels. Without learning Eastern diagnosis and meridian channel, how the PT to practice dry needle? It is a high risk for patients and society. Just like a non surgery doctor (other field doctor) use knife to do the surgery, is that scared ? PT without being well trained in Oriental medicine knowledge and doing dry needles is A high risk. Please don't make legal for PT using dry needle to hurt our society.
