For a safety reason, dry needling should be practiced by licensed acupuncturist! 

Dry needling is one of acupuncture theory ( method ) It shouldn't be practiced by physical therapist who only training for few days. 

Physical therapist can not practice acupuncture (dry needling) without acupuncture license.
