Dry needling is just acupuncture rebranded by other professions in order to try to create another billable service. Because it is acupuncture, it should only be performed by a licensed professional who has completed a full acupuncture Masters degree program. It is dangerous to patients to have dry needling being performed by providers with minimal training in needling skills.
