Physical therapists have extensive education in human anatomy, including the musculoskeletal and nervous systems, and work with it every day. Before training with dry needling, they graduate from an accredited graduate PT program, which is now a doctorate degree. So, it is not just 54 hours of training. They are provided with the education and skills necessary to perform safe and effective dry needling as part of their treatment plans.

Physical therapists do not claim to be acupuncturists and the method and goals are different. One profession can't restrict another profession to use a tool that is within their field of practice. Many medical professions overlap with tools and techniques.
