To ensure that the Virginians have an opportunity to comment on this egregious regulation in an audible public format, public hearings should be scheduled in many locations throughout the Commonwealth of Virginia.  Since this proposed regulation will affect Virginians from near the Cumberland Gap to the Atlantic Ocean, and from Danville to Winchester, locations for the public hearings should be chosen to ensure that Virginians do not have to spend significant amounts of money to travel to have their voice heard.
