The use of acupuncture needles is (at least in California) restricted to physicians with a State license or approved certification to practice Acupuncture. This assures the safety of the public. Conjuring up a different name such as "dry needling" does not make it a different practice. If physical therapists wish to use Acupuncture in their treatments, it is my opinion that they need to be adequately trained, to State standards, in Acupuncture, and comply with all State requirements applied to Acupuncturists.
