If the Goernor wants to ensure that there will be no gun violence by envoking a "No Guns Allowed"  proclamation which has a negative impact on Virginia citizens who lawfully own weapons, why does he not just envoke a "No Violence of any Sort" proclamation?   If he believes criminals and terrorists will obey his No Guns Allowed" then why would they not obey "No Violence of any Sort"?  He would achieve his goal of peace and harmony without negatively impacting the 2nd Ammendment rights of all Virginians.
