The proposed regulation should be withdrawn.  As stated in my comment subject, recent history evidences that safe zones don't work - Sandy Hook, San Bernadino, Colorado movie theater, etc., etc.  It is highly likely that a better outcome would have happened had an off duty police officer, for example, been armed and at those sites.
