It has become obvious that hostile elements utiizing firearms whether they be individuals or small groups for political or personal motivtions seek to assault defenseless targets.  The proposed regulation does not decrease threats, it excerbates the threats.  It identifies a type of target which would become more attractive to those hostile elements seeking the higest level of public concern resulting from their action.  This regulation should not be approved and the emergency regulation withdrawn immediately.  Also, please extend extend the comment period for another 30 days to insure fullest comment on what appears to be a serious, missguided and inappropriate government action.
