Soft target are preferred by criminals.
 

Every time we hear about a terrorist attack or a mass shooting by a deranged individual, those crimes are committed against a so called soft target.  What makes a target soft? The lack of self defense! These are not crimes or opportunity but they are carefully planed against a place or persons who because of circumstances outside their control cannot defend demselfs.  This regulation will create more soft targets and in itself provide the opportunity for more crime and more victims.  The next time that an attack against a soft target in Virginia is perpetrated, the proponents of this regulation will have blood in their hands.  

Furthermore, this regulation will ban law abiding gun owner form using the now public rest areas in Virginia highways but it will do nothing to stop criminals to using them as a hunting ground por potential victims.

This regulation is wrong for Virginia and it is unconstitutional not only against our US constitution but also against the constitution of Virginia.  It must be stopped.
