This proposed regulation is based upon the false premise that gun-free zones are safer. Every mass shooting save one over the last few decades has been committed in a so-called gun-free zone, in which elected officials have offered the false promise of safety. No law can prevent a committed criminal or terrorist from attempting such a heinous act. The only thing that has slowed or prevented such an actor from succeeding has been the presence of armed citizens whose immediate response stopped the slaughter before or shortly after it began. Furthermore, those who perpetrate such atrocities do not choose their venue randomly, but select those in which the absence of armed opposition is guaranteed by the obediende to law of those whom you seek to disarm.
Disarming good citizens (who are the only ones likely to obey the prohibition) does not make them safer. This regulation (and others like it) make helpless the fathers, mothers, sons and daughters who seek only to practice their right and shoulder individual responsiblity for their own and each other's safety.
Importantly the Governor has no authority for this regulation. If the General Assembly wanted the Governor to have such power, they would have granted it to him explicitly, as is required constitutionally.
This proposed regulation is a solution for which there is no problem. It endangers state employees, law abiding citizens, and the innocent by making state buildings a safe zone for terrorists, criminals, and the criminally insane to conduct their evil and savage actions.
This regulations should not be approved and the emergency regulation withdrawn.
