The proposed regulation, which bans firearms in executive branch agency offices, is both reckless and ineffective. Only the law-abiding will obey it, leaving these individuals disarmed in the face of violent threats. On the other hand, criminals—particularly terrorists who seek to make headlines with their horrific violent acts and frightening casualty figures—will know that should they choose to attack a government office in Virginia, they can expect to meet nothing more than vulnerable victims. Moreover, there is no empirical evidence that supports the ostensive justification for the regulation. Put plainly, there is nothing to show that such a ban contributes in any way to the public safety, but everything to show that it is an empty political gesture aimed at lawful gun ownership.

Because of the inherent danger posed by this reckless regulation should it be adopted, I ask that the comment period be extended so that more Virginians may weigh in on wisdom of the proposed rule.
