The proposed regulation only serves to deny law abiding citizens the ability to defend themselves from those who will wontonly disregard any such regulation.  As has been demonstrated in recent days, regulations such as they simply DO NOT work, they only serve to increase the number of potential victims.

This regulation should not be approved and the emergency regulation withdrawn.
