Voter registration form cannot be changed without legislative approval
Neither the governor nor the board of elections have the authority to change the voter registration form per the Virginia Constitution. Illegal immigrants and convicted felons do not have the right to vote. U. S. citizens are the only legitimate people who have the right to vote.
