There is a process for felons to regain the right to vote, a pardon from a governor or US president.
Proof of eligibility, as part of an effort to maintain the integrity of one person one vote should be without question. SSAN is not a complete solution, but may help in detering an individual's multiple voting and suggests that the voter is a participating member of society. Although I know folks who should be eligible voters, but have legally given back their SSAN and due to lack of that fraudulent threshold, are refused the RIGHT to vote.
please help maintain what little integrity remains in the voting/election process.
