Making the suggestd changes will increase the opportunity for voter fraud by eliminating the requirement voters must be citizens, not alliens, legal or illegal.  Without requiring the registrant to indicate their citizenship status checking for that requirement beomes very costly and burdensome on the registrars of voters and definitley increases the ease for voter fraud to be instituted.  Since the Governor is supporting this move, it is logical that is exactly what he wants to happen.
