Don't change the Virginia law on voter registration.. In the last Presidential election I was shocked to find that a friend with a Green Card (not a U.S. citizen) was registered to vote in Pennsylvania.  I told her she could not vote.  I am sure other non-citizens in the U.S. mistakenly think they can vote.
