Questions about eligibility to vote should not be optional.  Since these questions are required by law, making them optional would thwart the purpose of the law.  Those who are eligible, who check the boxes; those who are not, would ignore them.  These questions are necessary to prevent ineligible voters, such as felons and illegal aliens, from casting a ballot.  Forcing them to admit their ineligiblity to vote makes it possible to prosecute them later should they go ahead and cast a fraudulent ballot.  Maintaining the integrity of our elections is essential to democracy -- every fraudulent ballot casts represents a legitimate voter who has been disenfranchised.  Even the perception that our elections are not honest and above board creates cynicism and discourages participation in the election process.  I serve as an election worker and am very impressed by how diligently representatives of both parties endeavor to maintain the integrity of the process and make sure that voters can see that everything is being done in a straightforward, legitimate way.  Nothing should be done behind the scenes to undermine either the reality or perception of that.
