The 133 General Registrars, now titled  Directors of Elections in Virginia, process thousands upon thousands of voter registration applications. They are very knowledgeable about the information they must have and in what format to process an application so that only qualified persons are registered to vote. Were they consulted before these changes were proposed? I doubt it.
