It is my belief that anyone who votes must be a citizen and they should be required to affirmately state so. Any changes to this requirement should be done by State Legistration.  No options to avoid this or any the other proposed changes are needed or acceptable.  Providing these changes will only weaken the voter qualification requirement and open the door to voter fraud.  Opposed to the changes.
