The Virginia Constitution covers voting procedures and I don't want the State Board of Elections making changes to the voter regestration process that makes it easier for non-citizens and felons to vote.  Non-citizens should never be allowed to vote and convicted felons are already not allowed to vote.  Having our Govenor pypass the  legislature sound very much like what President Obama is doing in Washington DC against the will of the people.  We don't need that kind of politics in Virginia.
