Why  would anyone propose a policy that makes it impossible to prove that voter fraud has been committed in Virginia by making it optional/unnecessary for voter applicants to disclose their citizenship status and criminal history? There can only be one answer and this is to make it easier for non-citizens to vote. This is a scurrilous means of stealing elections and should be withdrawn.
