I find it hard to believe that you would even consider, much less propose, a change to Virginia's registration laws to allow people to skip parts of the application relating to felons or persons not legal residents of this state.  There can only be one explanation.  You want to encourage voter fraud, and make it practically impossible to prosecute attempts to commit fraud.  It shows total disregard for a government of responsible citizen voters that was founded by our Virginian forefathers.  If this change is permitted to go through, I hope you reallize that you will be responsible for destroying our American way of life.  Persons who want to commit voter fraud are not the responsible taxpaying citizens of this state, and you will be responsible for allowing them to rule.
