Voting is for citizens of the USA.  There is a legal path to citizenship for immigrants.  Once they are citizens of the US, then they have voting rights. This should be a no brainer.  You don't grant rights to people who are here illegally.  That is rewarding and incentivizing people for breaking the law.  This should not even be considered.
