Regulations of this type do not serve the cause of critical thinking. AP classes fall into a different category because they are college-level offerings with college-level expectations - and with college credit for the successful. The liberty to substitute less-challenging material for more-challenging material is therefore less likely than in less rigorous study. It sounds to me that this bill is intended to chip away at that expectation, because certainly notification won't be just a courtesy, but an attempt to dictate course content. Easy solution: don't take AP classes if there is concern that advanced material will be studied.
